APHA Executive Director Larry Shoeman presented a check in July to the Avon Park City Council for $12,815, money collected from part of the fees paid by new residents of APHA’s housing communities including developments as Lakeside Park, Delaney Heights, the Ridgedale Apartments and North Central Heights.
Because it is a government housing authority APHA is exempted from owing property taxes. The July payment, as well as payments made to the City of Avon Park each year, are called, “payment in lieu of taxes” or PILT, and are intended to make up at least part of the sum that would be paid by private property owners. Shoeman said the 2013 represents approximately 25 to 30 percent of the assessed value of the APHA properties if they were privately owned.
He said 104 families moved into APHA’s 237 units in 2012 and over 300 families remain on a waiting list, hoping to find new homes in 2013.
